The future of the human species requires us to move out into space to make use of its vast resources to lessen the strain on Earth’s systems. We also must protect the Earth from the next inevitable species-killing asteroid by building planetary defense systems. A new generation of entrepreneurs is poised to champion this breakout, increasing today’s $330 billion space economy by at least an order of magnitude over the next decade. Yet these pioneers face outdated regulations splattered across multiple U.S. agencies built upon Cold War policies that assume a mere dozen launches a year. Policy makers must develop a new regulatory approach to ensure the U.S. remains a world leader in outer space development, and that space remains a free and open market where innovation can flourish.
