The mid-1990's is ages ago in Internet-time, but a trio of laws passed by Congress in the Clinton era are the source of much of today's deeply contentious debates over internet security, internet speech and America's role as the global internet heavyweight. Professor Milch will examine the startlingly successful internet industrial policy found in the Computer Fraud and Abuse Act, the 1996 Telecommunications Act and the Digital Millennium Copyright Act and draw straight lines to today's debates over hacking and freedom of speech online. Professor Milch will then turn to how we might respond -- as citizens, legislators and companies -- to the challenges that flow from these foundational internet laws.
